Judge David B. Mouton

Judge David Mouton was elected in 2006 as Circuit Judge, Division 3, for the 29 th Judicial Circuit, which is Jasper County, and re-elected in 2012, and 2018. He was a Regent’s Scholar at Missouri Southern State College, now Missouri Southern State University. He is a graduate of the University of Missouri--Kansas City, B.A., 1982; and the University of Missouri--Kansas City School of Law, J.D., 1985, where he was a member of the editorial board of the UMKC Law Review.

He was engaged in the private practice of law for 20 years prior to being elected circuit judge. He practiced law for 12 years with the firm of Flanigan, McCanse & Lasley, later known as Flanigan, Lasley & Mouton, where he had a general civil practice, including insurance defense, real estate and probate. He was in solo practice for 8 years, during which time he served as City Attorney of Carthage 1999-2006, and was engaged in the general practice of law, with a concentration on the representation of individuals.

He has served a term as Presiding Judge of Jasper County. He has been admitted to practice before the United States Supreme Court and was attorney of record on one case before the court. He is a member of the Missouri and Jasper County Bar Associations, and Carthage Rotary Club. He is a past president of Jasper County Bar Association and a former member of Community Foundation of Southwest Missouri Board of Directors, Salvation Army Advisory Board, and Carthage Parks and Recreation Board.
